The rules for HDB and condo windows

Every 6 months

BCA asks owners to check their windows twice a year: rivets and screws on casement windows, stoppers and angle strips on sliding ones.

S$5,000

Maximum fine for keeping aluminium rivets on casement windows. Stainless steel has been required since 2004, and jail of up to 6 months is possible.

S$10,000

Maximum fine if a window falls because it wasn't maintained, with up to a year in jail. BCA recorded 35 fallen windows in the first 11 months of 2023.

Approved only

Rivets, friction stays, rollers, stoppers and glass should be done by a BCA-approved window contractor, registered under workhead RW01 or listed by HDB.

Window film for privacy and heat

Neighbours across the corridor, afternoon sun on the living room, a bathroom window facing the next block. Film goes on your existing glass, usually in a day.

Frosted

Blurs the view both ways and still lets light in. Works day and night. Common on corridor windows, service yards and bathrooms.

Solar

Cuts the heat and glare coming through the glass. A darker film doesn't always block more heat, so ask for the heat figure.

One-way mirror

Private in the day only. At night, with your lights on, people outside can see in. HDB discourages mirror-like film.

What film costs

Frosted filmS$4-5 per sq ft

One bathroom windowS$60-200
Service yard, frostedS$120-300
Solar film, whole 4-room HDB flatS$540-1,500

Questions people ask

Do I have to change my aluminium rivets?

Yes, for casement windows. BCA has required stainless steel rivets since 2004, and the fine for not changing them goes up to S$5,000.

Who is responsible if my window falls?

The owner or occupier. The maximum penalty is a S$10,000 fine, a year in jail, or both.

Will HDB fix my windows?

No. Windows inside your flat are the owner's to maintain. HDB lists approved contractors, and residents who need help with the cost can approach their Community Development Council.

Can a handyman repair my window?

For tightening screws or cleaning tracks, yes. Rivets, friction stays, rollers, stoppers and glass should go to a BCA-approved window contractor.

Do I need a permit?

Yes, to install or replace windows in an HDB flat, and your contractor can apply for you. HDB doesn't publish a clear rule on small repairs, so ask your contractor.

Do I need an HDB permit for window film?

Installers say film on existing glass needs no permit as long as it isn't mirror-like. HDB discourages reflective film, so check with HDB first if you want a one-way mirror finish. In a condo, ask your management office (MCST), since anything facing outside usually needs their approval.

Does one-way film keep my flat private at night?

No. It only works while it's brighter outside than inside. For privacy day and night, choose frosted film.

Can I replace my full-height window?

Generally no. HDB doesn't allow full-height, three-quarter height or bay windows to be replaced unless the frame is damaged.

Are you a window contractor or film installer?

We're looking for one BCA-approved window contractor and one film installer to take the requests from this site. Leave your details and we'll WhatsApp you.
